    Former RBI Governor Stresses Enlightened Leadership to Address North-South Divide in Tax Distribution

    New Delhi: Renowned economist and former RBI Governor Duvvuri Subbarao has emphasized the crucial role of enlightened leadership at both the central and state levels in resolving the intricate north-south divide concerning the distribution of the tax pool among states. Subbarao, known for his expertise in fiscal matters, remarked that this issue surpasses the jurisdiction of the Finance Commission and requires astute political stewardship for resolution. 

    Subbarao’s insights come from his vast experience, having served in key positions such as finance secretary of Andhra Pradesh and Union finance secretary. In his latest book titled ‘Just A Mercenary? Notes from My Life and Career’, he delves into the complexities of fiscal federalism, shedding light on the challenges associated with horizontal sharing of the divisible pool of taxes. 

    The distribution of tax revenues among states has long been a contentious issue, with disparities between states often leading to tensions and debates. However, Subbarao suggests that the current north-south dynamics add an extra layer of complexity to the equation, making it an even more challenging issue to address. 

    According to Subbarao, while the Finance Commission plays a significant role in determining the sharing formula, the underlying political dynamics require a broader vision and nuanced approach from leadership at both central and state levels. He argues that a deep understanding of the socio-economic dynamics and a commitment to equitable distribution are essential to navigate through this intricate issue. 

    Addressing the north-south disparity in tax distribution is not merely a technical matter but a multifaceted political challenge that demands careful deliberation and proactive leadership. Subbarao’s perspective underscores the need for a collaborative and inclusive approach to finding sustainable solutions that promote unity and cohesion among states.
